يقول الله تعالى: { شَهْرُ رَمَضَانَ الَّذِيَ أُنزِلَ فِيهِ الْقُرْءانُ هُدًى لِّلنَّاسِ وَبَيِّنَاتٍ مِّنَ الْهُدَى وَالْفُرْقَانِ فَمَن شَهِدَ مِنكُمُ الشَّهْرَ فَلْيَصُمْهُ وَمَن كَانَ مَرِيضًا أَوْ عَلَى سَفَرٍ فَعِدَّةٌ مِّنْ أَيَّامٍ أُخَرَ يُرِيدُ اللهُ بِكُمُ الْيُسْرَ وَلاَ يُرِيدُ بِكُمُ الْعُسْرَ وَلِتُكْمِلُواْ الْعِدَّةَ وَلِتُكَبِّرُواْ اللهَ عَلَى مَا هَدَاكُمْ وَلَعَلَّكُمْ تَشْكُرُونَ }. البقرة 185 .
ولقد روي عن سلمان الفارسي أنه قال: "خطبنا رسول الله ءاخر يوم من شعبان فقال: " يا أيها الناس قد أظلكم شهر عظيم مبارك شهر فيه ليلة خير من ألف شهر، شهر جعل الله صيامه فريضة وقيام ليله تطوعًا وهو شهر الصبر، والصبر ثوابه الجنة، شهر المواساة، من فطر فيه صائما كان مغفرة لذنوبه وعتق رقبته من النار وكان له مثل أجره (أي أجر عظيم) من غير أن ينقص من أجره شىء . قالوا يا رسول الله: ليس كلنا يجد ما يفطر الصائم". فقال عليه الصلاة والسلام: "يعطي الله هذا الثواب من فطر صائما على تمرة أو على شربة ماء أو مذقة لبن وهو شهر أوله رحمة وأوسطه مغفرة وءاخره عتق من النار ومن سقى صائما سقاه الله من حوضي شربة لا يظمأ بعدها حتى يدخل الجنة" .

So, the beginning of the month of Ramadan, as well as the end of the month, is determined by sighting the crescent. If the crescent is not sighted, then the month would be completed by 30 days--as is the case with determining all the months of the lunar calendar. This is taken from the hadith of the Prophet related by al-Bukhariyy and Muslim:
which means: <<Do not fast one or two days before Ramadan. Start the month when you see the crescent, and end the month when you see the crescent. If you are blocked from seeing it, complete thirty days of Sha^ban.>>

Linguistically, Islam means submission. According to Islamic terminology, Islam means a specified submission. It is the submission to what the prophet brought. For one to embrace Islam, one must utter THE TWO TESTIFICATIONS OF FAITH. Belief, on the other hand, linguistically means certitude. According to Islamic terminology, it means a specified certitude. It is to accept as true what the prophet brought. The least of Belief is to believe in the THE TWO TESTIFICATIONS OF FAITH. Islam and Belief cannot be disassociated. One of them is not accepted without the other, although their original meaning are not identical. Imam Abu Hanifah said in Al-Fiqh Al-'Akbar: "Islam is not acceptable without Belief and Belief is not accepted without Islam. They are like the front of something and its back." Islam is the Religion of all the prophets.
